Who is a Volunteer The Department of State defines a volunteer in a sponsor program as “One who is tasked with responsibilities that require contact with exchange students (e.g. placement and/or relocation of students, orientation of students, monitoring of students, etc.) must be certified as set forth in Code of Federal Register, 22 CFR 62.25(d)(1).”
