3 BUILDING STRONG ® Objectives  To be able to cite the major products developed during each planning phase of the Civil Works project development process.

4 BUILDING STRONG ® Reconnaissance Planning Phase - Requirements  100 percent Federal funding  Duration: - normally 12 months - maximum 18 months  $100,000 cost limit (HQ can waive)  §905(b) Analysis must be certified before Feasibility Planning phase is initiated.  Certification occurs at MSC level, unless unusual conditions exist

7 BUILDING STRONG ® Section 905(b) Analysis - Report Content  Exhibit G-2, ER 1105-2-100  Documents compliance with P&G (¶ 5), §905(b) WRDA 1986(¶ 6-10), laws & policy(¶ 12).  The most important part is “Federal Interest” (¶ 6).  Keep it short and focused.  Remember your audiences - USACE team, sponsor.

11 BUILDING STRONG ® Feasibility Cost Sharing Agreement (FCSA)  Must execute before study initiation  Establishes terms of cost sharing  Legal agreement  Model is on HQ web page www.hq.usace.army.mil/cw/cecw-p/pca/ccpca.htm  Follow instructions in implementation memo  The Project Management Plan (PMP) is integral to the FCSA

12 BUILDING STRONG ® The PMP Has Been Called Many Things...  POS - Plan of Study  SOS - Scope of Studies  IPMP - Initial Project Management Plan  PSP - Project Study Plan The PMP defines the scope, schedule, and cost of the feasibility phase.

13 BUILDING STRONG ® The PMP Answers All Questions  Scope of studies - What? How?  Study schedule - When?  Study costs - How much? Cash? In-kind?  Responsibilities - Who?  Coordination mechanisms - Who else?  Review of work - Them too?  References, procedures & criteria - Why?

14 BUILDING STRONG ® The PMP is the PM’s Tool for Managing the PDT Under the PMBP  Developed with PDT input  Documents: ► Work Assignment; responsibilities ► Baseline Study Cost and Schedule  Basis for schedule and cost control and managing changes  Continuity when PM or PDT members change

15 BUILDING STRONG ® The PMP is the Means for Agreement  District - contract between PM and functional elements (PDT members)  Sponsor - commitment to provide cash and in-kind services  Division - assure adequate technical and legal review, compliance with policy and procedures, and measures of progress

18 BUILDING STRONG ® Feasibility Report Recommendation Disclaimer  "The recommendations contained herein reflect the information available at this time and current Departmental policies governing formulation of individual projects. They do not reflect program and budgeting priorities inherent in the formulation of a national Civil Works construction program nor the perspective of higher review levels within the Executive Branch. Consequently, the recommendations may be modified before they are transmitted to the Congress as proposals for authorization and implementation funding. However, prior to transmittal to the Congress, the sponsor, the States, interested Federal agencies, and other parties will be advised of any modifications and will be afforded an opportunity to comment further."

20 BUILDING STRONG ® Feasibility Scoping Meeting (FSM) Purpose: To refine the PMP to focus remaining study activities on key alternatives; NEPA scoping. Procedures:  District provides HQ documentation of without project condition, evaluation of preliminary plans, & plans to be evaluated further.  District, Division, HQ, Sponsor, & Agencies confer.  MSC issues FSM Guidance Memorandum for revision of PMP.  District revises PMP; amends FCSA if needed.

21 BUILDING STRONG ® Alternative Formulation Briefing (AFB) Purpose: To obtain HQ concurrence on the tentatively selected plan prior to public review. Procedures:  District provides HQ documentation of costs, benefits, & impacts of alternative plans; technical & legal review; status of NEPA, engineering, real estate; issues.  HQ identifies policy compliance issues; District responds; confer to resolve issues.  HQ issues AFB Guidance Memorandum for preparation of draft report.  District prepares draft report.

22 BUILDING STRONG ® HQ & Public Review of Draft Report Purpose: NEPA requires 45-day public review; HQ reviews adequacy of “decision document”. Procedures:  District submits report, technical & legal review, & AFB compliance to HQ; distributes report to public; files DEIS @ EPA.  HQ identifies policy compliance issues; District responds; confer to resolve issues.  HQ issues Project Guidance Memorandum (PGM) for preparation of final report.  District prepares final report.

23 BUILDING STRONG ® Civil Works Review Board Procedure  Facilitate timely completion of review and HQUSACE determination that the report is ready the release of the draft Report of the Chief of Engineers for State and Agency review and filing of the Final EIS.  Occurs concurrently with HQ policy review of final feasibility report  Involves: ► District Commander Recommendation ► Division Commander Recommendation ► OWPR (HQ) Recommendation ► Vote by the CWRB (using Robert’s Rules of Order)  Planning Community can engage and learn virtually

Procedures:  District submits report, technical & legal review, & PGM compliance to Division.  Division endorses to HQ; DE Transmittal Letter.  Civil Works Review Board.  HQ provides letters for S&A review & filing FEIS.  HQ identifies policy compliance issues; District responds; confer to resolve issues.  HQ prepares review documentation.  HQ prepares Chief of Engineers Report.  ASA(CW) to OMB for clearance to send to Congress.
