Lessons Learned Key Lessons Learned in the Past Woreda Level Basic Infrastructure Huge demand for IT equipments like computers, printers Still low ration between PC-to-Expert ratio “IT training” - Major demand related to IT Very early on IT infrastructures - Internet access, power, telephone lines in most cases some improvements have been observed – telephone, power

Systems Limited automated systems exist in the work processes Demand for water related software HR No dedicated IT expert assigned in any of the woredas Might be due to no “career structure” designed for this position

Regional Level Infrastructure and HR is much better System – Most of PIs information exchange is not satisfactory Automation of processes is at low level

Challenges Faced Low response to systems Commitment A cross-cutting challenge at both woreda and region levels Dedicated expert or temporary team for automation activities Except BoARD ARARI at some level Major Reason: IT experts of the PI’s are engaged more in day- to-day maintenance and not on In-House system developments

Regional Partner Institutions Infrastructure Systems HR

Implementation Strategy Woreda Level Infrastructure Manageable and capacity targeted infrastructure wireless network; router based without servers; Systems Commitment tested to judge on move to woreda level establishment of data center (server and database software) Major commitment indicator – A one year long assessment of the response to store management software at each woreda
