If no, does it have the capability of interworking? –R3N2: select the correct credentials when authenticating with a Local Network. Network Selection is based on –External Network Information –Local Network Information Interworking capability R3E4: Functionality shall be provided by which APs can advertise (before connection) the charges that will be made for use of the network if a user enrolls with it.

Specifically: Capability Advertisement –MIH Capability (unapproved requirement)

And, Portal is defined as the logical point at which the integration service is provided.

Delivery service with the specified constraints –This is a DSS that can be used by an AP to request that DS carry a specific flow according to the specified constraints (e.g. SSPN authorization information).
