1.Start with the needs and aspirations of the state Determine key economic, demographic, educational, and regional issues facing the state. Build consensus among key stakeholders and policymakers across the state regarding the key issues. Set aspirational (but achievable) state goals for each issue – ones that are easily measured and largely controlled by the educational providers. Most Successful State Strategic Plans

2.Establish institutional targets that: Are relatively few in number. Are negotiated with institutions in a collaborative environment. Acknowledge institutional mission differentiation. Acknowledge the different populations and regions that institutions serve – i.e. demographics and population growth. Ensure that the compilation of institutional goals add up to the statewide goals. 1.Indiana – 60 percent of adults 25 to 64 with college degrees by 2025 (including certificates of value). 2.Louisiana – SREB average by 2025. 3.Kentucky – national average among 25 to 44 year olds by 2020. 4.Oregon – 40% bachelor’s, 40% associate and certificate, 20% high school among 25 to 64 year olds by 2025. 5.Texas – 60% college attainment by 2030. 6.Massachusetts – 66% college attainment by 2025. 7.Utah – 66% college attainment by 2020 Examples of State College Attainment Goals

1.Focus on needs of the state, not institutions. 2.Establish enough traction early on to extend beyond gubernatorial/legislative cycles. 3.Continued monitoring of progress toward goals and improvement of metrics. 4.On-going communication of progress with key stakeholders – e.g. a few states convene annual governor’s conferences that focus on progress toward goals (e.g. KY, OK).
