The healthcare debate focuses on the government’s role whether to pay for an individual’s medical services or not. If one believes that sufficient healthcare is necessary to ensure the welfare of individuals, then there is a constitutional precedent stating that the federal government has an obligation and responsibility to fund healthcare. b) The amendment process has two stages: proposal and ratification. First of all, an amendment has to be proposed by a two-thirds vote of both houses of Congress or by a national constitutional convention requested by the legislatures of two- thirds of the states. Secondly, an amendment has to be ratified by the legislatures of three-fourths of the states or by a convention called for that purpose by three- fourths of the states. The 25 th Amendment (1967) to the Constitution illustrates the Constitution’s flexibility in that when the Constitution was first drafted, it did not have any provisions for presidential disability or a vacancy in the office of the vice president. This amendment established a process whereby if the president becomes disabled, the vice president assumes the responsibilities of that office until the president can resume his duties.
