3 Define Minority Majority – a majority of people in an area belong to a minority group Simpson-Mazzoli Act – document citizenship Random Digit Dialing – computer generated dialing at random Paradox of mass politics – The American system works as well as it does given the lack of public knowledge about politics Mandate Theory - idea that a winning candidate has a mandate from the people to carry out his or her platforms and politics

4 Functions & features of elections 3 kinds of elections  Primary elections – voters select party nominees  General elections – contest between nominees  Specific policy (special) election – voters engage in making or reifying legislation Referendum – legislature refers a piece of legislation to the people to approve or reject Initiative Petition – citizens draft a proposed law

6 Policy Voting 1. Voters must have a clear view of their own positions 2. Voters must know where the candidates stand on these issues 3. They must see the differences between the candidates on these issues 4. They must actually cast a vote for the candidate whose policy interests coincide with their own
