LESSON 1 ARABOSAI benefited from the valuable experience of INTOSAI Development Initiative (IDI) in the design and implementation of capacity building programmes. IDI approach is adopted officially by the organization as a reference for any capacity building event. ARABOSAI capacity building events have been professionalised. By participating in the design and implementation of capacity building events in their respective SAIs, these trained trainers are leading by example and training their colleagues on basis of good practices. Train of trainers programme is considered as the most effective programme and it is important to be continued. LESSON 2 One important milestone in the design of any CB programme is the identification of needs. SAIs should be capable of defining their own needs properly so that effective programmes could be adopted. Training SAIs on how to define and monitor their needs is crucial for any success. During 2007-2008 an IDI programme on defining capacity building needs has been implemented in ARABOSAI region. 3

September 2015 4 LESSON 3 A shift towards E-learning is a progress step needed to be applied because it allows not only to ease tensions on the budget of the organization but also to make any programme convenient for each trainer. LESSON 4 Targeting the Heads of SAIs is essential to ensure commitment to any programme. Making the Heads of SAIs signing agreements prior to the implementation of any programme is crucial. ARABOSAI experienced that on two occasions. The first, in Lebanon with the quality assurance programme. The second in Morocco with the ISSAIs implementation programme. LESSON 5 Funding remains crucial for any CB programme. The Major programmes are funded basically by IDI and ARABOSAI has to diversify its funding sources by presenting initiatives to partners from all over the world.
