INE’s 5-year PLAN Key element of 5-year plan: Establishment of an integrated system of Household surveys. Design of system began in 1999 after broad consultation Workshop of stakeholders concluded CWIQ core element of HHS program Annual CWIQ with different modules

THE CWIQ PILOT Pilot in Feb-April 2000 with 1000 household in both urban and rural areas Conducted workshop to review results with users – deemed satisfactory overall Recommended changes in questionnaire for national survey to reflect Unemployment Impact of floods Maternal and child health => Changed questionnaire from 8 to 12 pages

Selected survey design: National sample of 14,500 households in 675 Enumeration Areas (EAs) Provide national level estimates Provincial rural and urban level estimates in 11 provinces Selected and Trained field supervisors and enumerators (2 weeks) Fieldwork commenced October 30 for six weeks. Results to be published end-May 2001 THE NATIONAL CWIQ SURVEY

Future surveys to include modules on: Employment Victimization Education Health Core CWIQ questions to be used in Household Budget survey FUTURE USES OF CWIQ IN MOZAMBIQUE

Technical assistance for Pilot and National Survey provided by World Bank and Statistics Sweden Funding for Pilot: NORAD and DANIDA Module on Maternal Health in National Survey funded by USAID FUNDING and TECHNICAL ASSISTANCE

Modifications to Questionnaire cumbersome Does not address some key welfare questions Not a household and income expenditure survey Does not capture seasonality, migration,HH production, etc. BENEFITS and LIMITATIONS of the CWIQ SURVEY Quick data entry and reporting Rapid processing of information for policy actions Simple questionnaire with core & topics as modules Core questions can be used in other surveys (HHB) BENEFITSLIMITATIONS

Staffing issues: Understaffing at INE prevents necessary transfer of knowledge Technical assistance required in : Sampling design Survey planning Data processing (IT) Financing: Continued reliance on donors Inability of Gov’t. to incorporate into own budget in foreseeable future IS THE CWIQ SUSTAINABLE? Risk Factors

Don’t mess with Core questionnaire, modify modules Need sufficient staff to ensure proper transfer of knowledge Know what it is and what it is not. Not a Household Income/Expenditure survey….. LESSONS LEARNED
