2 BUILDING STRONG ® Debris Management Hierarchy State/Locals Local authorities (cities and counties) are encouraged by FEMA to conduct the debris removal operations if they have the capability. FEMA FEMA is the primary federal agency that oversees Debris Management Assistance USACE USACE can be mission assigned by FEMA to provide Technical Assistance to States, Federal Operations Support to FEMA or execute Direct Federal Assistance missions beyond state/local capabilities

5 BUILDING STRONG ® ACI Contracts  The USACE Debris ACIs have been awarded and are utilizing the following strategy:  One contract per USACE Division. The 5 year contract capacity for each is $ 240 M. Total of 8 contracts. Also each USACE Division has a “back up” unrestricted contract resulting in each division having $480 M of capacity from the unrestricted advertisement.  One small business contract per USACE Division plus Puerto Rico. The 5 year contract capacity for each contract is $ 58 M. Total of 9 contracts.
