7 Under GSEG, contracted with attorney to provide guidance related to HIPAA and FERPA (Elizabeth Palley, JD, PhD July 2005) Challenge with two different lead agencies Recommendations  use solely for state monitoring  obtain parental consent for tracking (ie: special cohorts  initial Part C program consent permits program to monitor transition activities Align ID; unique identifier Guidance of Sharing Confidential Information across C and B

8 Children in Part C database (ISIS) have unique identifier. For children transitioning from C to B, Part C staff able to access DOE database (eSchool) to assign DOE identifier. DOE ID number is manually entered into ISIS database Currently able to track children who transition from C to B Race to the Top grant recipient  planned statewide longitudinal data system  common ID in data warehouse Database

10 Review Part C child outcomes data– APR- submitted data include a high percentage of “category b” OSEP Ratings (% children who improved functioning but not sufficient to move nearer to functioning of same-aged peers) Periodic COSF case discussions with regional teams Training Follow Up
