It is also experienced in regional education and EU projects. EU WAREHOUSE undertakes Adult Education (Lifelong Learning) mentoring and training with regards to: EU policies; EU projects and strategy management; EU financial instruments; the development of EU networks; training of management personnel, social and youth workers; EU know-how management; transfer and distribution of best practice and dissemination of results etc. EU WAREHOUSE offers also customized information, consulting and training services on European policies and funding programs. 3 3 THE IDEA Adult learning is a vital component of EU education policies, as it is essential for competitiveness and employability, social inclusion, active citizenship and personal development across Europe. Groups with fewer opportunities may suffer from lower levels of education and therefore be at higher risk of social exclusion. The challenge is to provide opportunities for all. THE BACKGROUND AE is considered to have a key role facing the economic crisis, the need for new skills and the demographic changes in Europe. Nevertheless, the potential of adult learning has not been yet fully exploited. Participation varies greatly and is unsatisfactory in many EU countries, and well below the EU target for average participation in lifelong learning (15% by 2020 for adults aged 25-64). 4 4 THE OBJECTIVES /I The partnership aims at increasing participation in adult learning, and, additionally, exchange information and best practice on how to develop efficient systems that reach all adults and involve all relevant stakeholders. The partnership will elaborate on the effectiveness of strategies to raise awareness of and motivation to participate in adult learning. Prior target group of this learning partnership measures are disadvantaged, vulnerable and marginalized groups at risk of social exclusion. Specifically we intend to address the multi-level barriers those groups face in or to participate in adult education offers. 5 5 THE OBJECTIVES / II The partners will exchange information and best practice with regards to transferable actions, which should/could aim at: developing awareness-raising activities and learning options suited to these needs, trying adult education in with every-day activities; demonstrating societal interest in including these groups of individuals, developing activities in settings other than schools or classrooms, and by adopting approaches that help to overcome traditional fears; changing perceptions (by promoting available options more widely) or introducing operational changes to overcome these barriers. We aim at developing strategies for the AE-providers, incl.: amplifying offers to meet demand and needs, communicate the individual and social benefits, form strategic partnerships, cooperate and market educational offers. We will explore how to make adult learning more popular, useful and more accessible for identified target groups, including potential adult learners, policy makers, education providers and social partners, explore and exploit already existing best practice and provide policy recommendations. 6 6 GENERAL QUESTIONS – FRAMEWORK CONDITIONS OF THE PROJECT the Grundtvig LP - funding is administrated by the national agencies; every organisation has received a lump sum for the project (80% - the rest will be paid by the NA after the final report); each partner is in charge of his own budget and has to cover the mobilities and the project related costs (e.g. organising transnational meetings, on-site mobility, external speakers, translation costs, etc.); meals will be paid by each organisation themselves while visiting the host partner (the hosts should of course feel free, to invite the group, but not they are not obliged); the project language is English; Results and outcomes have to be achieved at the end of the project (please bring list as well as work programme to every meeting); THE...
