Stevenson, Agere Systems Report on September Interim Meeting Activity at the September 2002 Interim Meeting –Held brief joint sessions with 802.11 TGh and WNG SC –Prepared and approved 3 regulatory filings for FCC 18-02-028r1 Ex Parte Presentation re: AMSAT Reply Comments 18-02-029r0 Opposition to LMS Petition for Reconsideration in ET Docket No. 99-231 and Ex Parte Comments on Progeny’s Petition for Rulemaking 18-02-033r0 Ex Parte Presentation on WRC-03 Agenda Item 1.5 (5 GHz) (also intended for presentations to key Members of Congress and officials in the Dept. of Commerce) –Prepared and approved comments in response to Hong Kong TA Public Consultation 18-02-031r0 –All 3 FCC documents and Hong Kong document were approved at closing plenaries of all 3 wireless WGs … all passed 5 day SEC review –Planned updates to 802.18 website regulatory resources

Stevenson, Agere Systems Planned Objectives for This Meeting Hold joint meetings with 802.11 TGg, TGh, WNG SC Prepare regulatory documents as time permits (will prioritize at 802.18 opening plenary) Work on 802.18 operating rules, time permitting (?) –Based on recent re-write/modifications of 802.11 operating rules as a starting point –If time does not permit, will commence work via e-mail correspondence, with conference calls as necessary to progress work between now and the January interim meeting

Stevenson, Agere Systems Significant Pending Regulatory Issues ET Docket No. 02-312 –Biennial review of FCC rules under OET … including Part 15 –Opportunity to eliminate unnecessary, burdensome rules Australia/New Zealand Consultation –Potential impact on 802.11g … needs review and response as appropriate WT Docket No. 02-146 –NPRM on millimeter bands at 71-76 GHz, 81-86 GHz, and 92-95 GHz –71-76 GHz and 81-86 GHz would be licensed, but with flexible rules –92-95 GHz would be unlicensed –Seeks input on bandplans and a variety of other regulatory and technical issues DFS and the US Radar Community –US radar community wants very low DFS threshold to “protect” radars –Could impact WRC-03 Agenda Item 1.5 (globally harmonized allocation) –US industry representatives still trying to work out acceptable solution with NTIA –Potential (possibly major) impact on 802.11a
