1585 – Sir Walter Raleigh with Queen Elizabeth’s permission set up a colony on Roanoke (island off the coast of North Carolina) – but by 1586 they left
1587 – Raleigh sent John White back to Roanoke
a. He returned to England leaving 117 settlers behind
b. 3 years later he returned to a “lost colony”

Quarrelsome ruling council failed to make plans
Starvation
Colonists searched for gold and wouldn’t work

Reforms of 1619
a. New governor and more stable government
b. Males were allowed to elect burgesses (representatives to the government)
c. House of Burgesses – assembly where burgesses met to make laws
d. Beginnings of representative government (voters elect representatives to make laws for them)
2. From English tradition:
Magna Carta—The Great Charter of 1215 that said the king could not raise taxes without consulting a Great Council of leaders.
Parliament—Great Council grew into an assembly of representatives that make laws
