Japan Responds to Foreign Pressure In 1800, Japan was maintained an isolationist policy-only kept relations Korea and allowed Dutch and Chinese merchants to trade U.S. breaks Japan’s isolation with a show of force by Matthew Perry Japan signed Treaty of Kanagawa with the U.S. 1. return of shipwrecked U.S. sailors 2. opened 2 ports 3. U.S. consulate in Japan

Resistance to the New Order Not everyone wanted Japan to open its doors Samurai warriors in 2 southern territories They fired on Western ships to no avail Finally in 1868, Sat-Cho (samurais) ended the shoguns rule and initiated the Meiji Restoration Meiji Restoration Sat-Cho leaders controlled the Meiji rulers Moved the capital to Edo(Tokyo) Transformation of Politics Daimyo’s stripped of their land titles and given government bonds as compensation They now ruled prefectures Ito Hirobumi studied other governmental systems

5. 2 factions appeared during the process Liberals/Progressives Liberals-political reform based on the Western model of parliamentary power Progressives-power shared between legislative and executive branch Progressives won, signed constitution in 1889 modeled after Imperial Germany Meiji Economics Daimyo land went to peasants but they had difficulty paying taxes every year Peasants sold land back to wealthy and became tenant farmers Gave subsidies to needy industries
