Over recent years, the CIS Statistical Committee prepared and submitted to the Commonwealth the following methodological recommendations: - Interpretation of R&D activities in the 2008 SNA. - Recommendations for the estimation of the output and use of financial intermediation services indirectly measured (FISIM) in accordance with the provisions of the 2008 SNA. - Estimates of the output of the Central Bank and its use in the 2008 SNA. 5 Methodological standards – published (1/4)

Interpretation of R&D in the 2008 SNA -The basic principles for recording of R&D services in the 1993 SNA. -Changes in the recording of R&D services in the в 2008 SNA. -Output of the R&D activities and their use in accordance with the 2008 SNA. -Definition of R&D and R&D expenditures in the Frascati Manual. -Differences between the approaches to measurement R&D expenditures in the 2008 SNA and the Frascati Manual. 6 Methodological standards – published (2/4)

7. Calculation of output and use of FISIM in accordance with the provisions of the 2008 SNA The main provisions for the calculation of FISIM output: -calculation of the exports and imports of financial intermediary services; -Allocation of FISIM output to user sectors. -Practical guidelines for the calculation of FISIM: -calculation of the reference rate for each institutional sector; -calculation of production and use of FISIM on the basis of data by institutional sector ; -calculation of the total value of FISIM produced by all financial intermediaries, and its use. 7 Methodological standards – published (3/4)

8. Output of the Central Bank in SNA-2008 -Two alternative methods for estimation of the output of the central bank (CB): -Definition of market and non-market output – source data in the accounting statements of the CB: analysis the data in terms of their compliance with the requirements of the SNA and methods for calculation of CB output, methods for processing of this information to adapt it to the principles reflected in the SNA; -simplified approach - the total CB output is estimated as sum of costs. -Comparative numerical examples presenting the recording of the output of the CB in accordance with 1993 SNA and 2008 SNA recommendations. -CB output at constant prices.. 8 Methodological standards – published (4/4)
