2. 2 General information on the project On October 15,2010 Interstate Statistical Committee of the Commonwealth of Independent States (CIS-STAT) and the International Bank for Reconstruction and Development (World Bank) signed an Agreement on Grant No.TF 096255 for financing the Project “Program of personnel training by the Interstate Statistical Committee of the Commonwealth of Independent States”. The aim of the Project: Building of statistical capacity of the national statistical services of the CIS countries on the basis of constant upgrading of professional level of their staff to improve their knowledge and skills on a regular basis in order to satisfy the increasing demand for statistical information in the conditions of changing economic environment. Period of implementation: August 31, 2012.

3. 3 General information on the Project  study of the requirements of national statistical services of the CIS countries in upgrading the qualification of the staff;  preparation of training materials in Russian on the basis of the existing foreign courses with the account of the requirements of national statistical services of the CIS countries; upgrading of qualification of specialists-statisticians of the national statistical services of the CIS countries;  preparation of methodological recommendations to begin the implementation of the program to support staff training and retraining Centres. International Institute of Statistical Education of National Research University “Higher School of Economics”, which has scientific staff and infrastructural potential, was selected as the implementator of the Project. To achieve the aim of the Project three directions were determined:

4. 4 Main directions of the Project 1.Study of the requirements of national statistical services of the CIS countries in upgrading qualification of the staff In processing the data of the enquiry of specialists-statisticians of national statistical services of the CIS countries there was formulated the Plan of training of these specialists for the period 2011-2012.:  preparation in accordance with the requirements of the CIS countries of 8 training and methodological documents in Russian on the basis of corresponding international analogues.  conduct of four 72 hours pilot training courses in Russian for specialists- statisticians of the CIS national statistical services to test training materials prepared in the framework of the Project.  Conduct of questionnaire survey of the trainees for the feed-back

Main directions of the Project 5 2.Preparation of 8 training programs Governance of statistical system; Organization of sample surveys; Consumer price indices; Demographic statistics; Calculation of industrial production indices; Statistics of science and innovations; Social statistics; System of national accounts 2008. In the Project CIS-STAT envisaged the usage of similar trainings in international organizations: United Nations Economic Commission for Europe; UNIDO; JOINT VIENNA INSTITUTE; Organization for Economic Co-operation and Development.

6. 6 Main kinds of activity 3.Upgrading qualification of the specialists- statisticians of the CIS national statistical services Conduct of 4 training programs to test the prepared training materials Governance of statistical system ; Organization of sample surveys; Calculation of indices of industrial production; Development of gender statistics. Pattern of training: Remote learning and two/three/five days concluding meeting. A certificate of qualification upgrading is provided at the end of training.

7. 7 Participants of the qualification upgrading courses from the CIS countries Number of trainees - 108 persons from the countries: Azerbaijan Armenia Belarus Kazakhstan Kyrgyzstan Moldova Russia Tajikistan Turkmenistan Uzbekistan Ukraine The number of papers and presentations submitted at the concluding meetings – at the concluding meetings was more than 30.

8. 8 Principles of educational Projects The following principles were developed as part of the Project implementation by the CIS-STAT : complexity (the training needs of the NSS of the CIS on professional, sectoral and territorial principles); systematic (the building of training programs based on the results of the surveys of the NSS of the CIS countries on the priority areas of training and tuition); delegating (the participation of specialized educational institutions in the Project implementation); the use of competitive procedures within the rules of the World Bank for the selection of the Contractor for the development and adaptation of training programs; the constant monitoring of the Project and related activities. Filling project with the specific training courses on the priority areas of the statistics enriched the results of the Project, identified problems and future directions in the Project activities of the CIS-STAT.
