International Telecommunication Union ICT Policy Evolution in Kenya 1 st Telecom Policy was Released in Feb. 1997, Revised in April 1999 & Dec. 2001. It mainly provided for; The Sector Restructuring, Liberalization & Privatization and New Regulatory Framework The Current ICT Policy was Established in 2006 Accra, Ghana, 16-17 June 2009 3

It expanded the facilitative role of the regulatory authority (CCK) to encompass ICT & Electronic Commerce by way of; Removal of barriers to e-transactions; Ensuring integrity of electronic records & e-transaction; Cyber crimes; Accra, Ghana, 16-17 June 2009 5

International Telecommunication Union Kenya Communications Amendment Act, 2009 Cont’ CCK is to promote public confidence in the integrity and reliability of electronic records and e- transactions; CCK is to develop sound frameworks to minimize the incidence of forged electronic records and fraud in e-commerce and other e-transactions.
