4.  Police are bound by many laws, however they are expected to use their own judgment to decide how they should intervene in a given situation.  This decision making ability is called ‘discretion’  Even though individual officers may have discretion, it is limited to ensure that the officer’s decisions are consistent with other officers across the country as well with the societal expectations.
