2 2 Background PTCS ® Specifications require that work be done by technicians who are “trained and certified by Climate Crafters or equivalent independent third party” Climate Crafters “ceded” control of the PTCS Specifications to the RTF Climate Crafters maintained control of the “training, certification and quality assurance (including data base management) RTF asked by IPC to determine “equivalency” of alternative independent third party training, certification and quality assurance organization

3 3 Issue What are the Equivalency Criteria? –Technical Training –Certification –Quality Assurance (including data base maintenance)

4 4 Training Equivalency Will organization train to PTCS specification? Will organization use “qualified” training personnel Will curriculum include both theory and practice? Other criteria?

5 5 Certification Equivalency What are the testing and certification requirements –Knowledge of PTCS specification –Proficiency in use of testing protocols and diagnostic equipment –Ability to complete reporting forms –Other criteria?

6 6 Quality Assurance Criteria Contractor’s required to have Q/C process in place Incoming data review (Outlier or Out-Right- Liar?) Random follow-up inspection by “qualified third party inspector” Other criteria?
