3 Public Health Functional Profile Purpose and Vision  Public Health Functional Profile (PHFP) will:  Conform to the Health Level Seven International (HL7) Electronic Health Record Systems Functional Model (EHR-S FM)  Include a subset of functions of the EHR-S FM required or desired for implementation in EHR systems or health care delivery settings to support the needs of public health  Describe the public health functional requirements that may be included in EHR systems to support public health-clinical information exchanges for specific public health programs (domains)  Be a U.S. Realm specific profile that articulates the functional requirements needed to support data exchange among providers and public health stakeholders including, but not limited to states, local, and federal agencies

4  Public Health Functional Profile may:  Serve as a reference for certification of EHR systems that include functionality to support PH domains:  Lay the foundation for developing a Public Health Information Systems (PHIS) Functional Model Include functions and criteria applicable to PHIS Public Health Functional Profile Purpose and Vision

5  Public Health Functional Profile (PHFP) will:  Serve as the overarching profile for PH functions relevant to an EHR-S from which other PH profiles may be derived  Contain a core or common set of functional requirements identified for all public health domains  Contain unique functional requirements for specific public health domains

7 PHFP Project Background  Development of the PHFP is:  supported by NCHS/CDC through CDC Co-operative agreement with the Public Health Data Standards Consortium (PHDSC) Contracting Officer Representatives: o Hetty Khan, NCHS o Michelle Williamson, NCHS  co-sponsored by : HL7 Electronic Health Record Work Group HL7 Public Health & Emergency Response Work Group

10 PHFP - Release 1, Informational Level 2 2011- 2012  Additional Domains included:  Public Health Laboratory  Occupational Disease, Injury and Fatality  Health Statistics  Birth Defects  Deep Vein Thrombosis/Pulmonary Embolism  Conforms to the EHR-S FM1.1  Balloted through the HL7 process in May, 2012  Currently undergoing ballot resolution  Tentative publication date, October 2012

11 Plans for PHFP Project 2012-2013  Transition the PHFP to conform to the EHR-S FM Release 2  HL7 Expert, John Ritter, will map sections of the current PHFP to the FM R2  Domain groups will review and provide feedback  John will incorporate revisions  We hope to include one additional PH domain into the PHFP

13 Plans for PHFP Project (cont’d) 2012-2013  Analyze the PHFP R2 to determine the core set of functional requirements that are common to all public health domains included in the profile, identifying potential areas for harmonization  Meet with public health and EHR certification experts to review and discuss the PHFP and to determine how it may serve as the infrastructure to support certification of EHR systems that meet PH requirements for the public health domains included in the PHFP  Develop recommendations on EHR systems certification based on the outcomes of the review and discussion of the PHFP by the certification experts
