Linking PACA and Genesis PACA is –a bottom-up approach –identifying opportunities for quick action –mobilising local players (Champions) Genesis is –a regional-level top-down approach –generating a vision and priority lines of action for regional development PACA and Genesis are complementary approaches to territorial development.

3. What is the key idea of GENESIS? In order to move from incremental change to significant upgrading, LED requires catalytic projects In a given location, a variety of catalytic projects is possible in principle It is essential to prioritise possible catalytic projects One criterion in prioritisation is support by key local stakeholders The other criterion is the robustness of the project with respect to different possible futures GENESIS employs the scenario writing technique to identify possible futures.
