2 Purpose O bjectives to be considered in developing technical capabilities using IP technology for supporting communications to assist emergency and disaster relief operations organize and coordinate recovery efforts from serious natural and man-made disasters

3 Premise It may not be possible to fulfill all of these objectives immediately within existing standards or RFCs, Internet features, and applications. Let’s see what is possible and practical to facilitate preferential treatment of emergency traffic during severe crises.

4 Objectives – 1 1. Use of public telecommunication resources (PSTN and Internet) any place and time 2. For use of capabilities by pre- authorized users – should be authenticated when requesting service

5 Objectives – 2 3. If network traffic reaches saturation, emergency communications should be provided preferential treatment to facilitate success 4. A communication session should be maintained to completion – even if quality is degraded

6 Objectives – 3 5. Interworking of emergency services between different networks and nations should be provided to provide maximum area of coverage possible. 6. Continuation of 5 recognizing use of Service Level Agreement

7 Objectives – 4 7. Support for a variety of communication applications – voice, video, data, message, telemetry, conference, IAA, etc. 8. Security protection of emergency traffic from intrusion and interference

8 Objectives – 5 9. User option of protection of certain traffic from eavesdropping and some without observable identification of source/destination 10. Use of services with degraded quality when no alternative is available

9 What’s Next? How can we move this work forward in the IETF constructively to seek practical and effective solutions for supporting critical communications during serious disaster events???
