2. Purpose O bjectives to be considered in developing technical capabilities using IP technology for supporting communications to assist emergency and disaster relief operations organize and coordinate recovery efforts from serious natural and man-made disasters

3. Premise It may not be possible to fulfill all of these objectives immediately within existing standards or RFCs, Internet features, and applications. Let’s see what is possible and practical to facilitate preferential treatment of emergency traffic during severe crises.

4. Objectives – 1 1. Use of public telecommunication resources (PSTN and Internet) any place and time 2. For use of capabilities by pre- authorized users – should be authenticated when requesting service
