2 2 Problems with getting user requirements Large number of user studies had been performed and duplicated There is no common data base for user requirements Problems with common terminology and terms The common terminology has to be established and promoted (User, end user,Scenario, use case etc.) Requirements related to the network level system issues are mostly missing (security, resilience, performance, security, …. ) Reluctance to provide user requirements National security issue

3 3 Challenging task To establish a common standardized methodologies to obtain user requirements is quite a challenging task  meanwhile technology developing extremely fast, which opens up new requirements day-by-day  certain requirements collected form user sare inadequate or unnecessary to fulfil  the duty of rescue services such as (police, fire fighters, ambulance and rescue team )is very spontaneous  proper databases are needed to provide information

Is it possible to work together with EMTEL on structuring and consolidation of user requirements in a common Data Base How IST projects could contribute EMTEL deliverables and work on Work Items - exiting deliverables - open new WI … - establish Database at EMTEL web site - to launch small Special Task Force for this purpose - Coordinate this work with PSC Europe? - How this work could be organized ?
