15 Course of Action  Prior to the opening of the 2015-2016 school year:  Convene ELL Committee to review and make appropriate instructional recommendations on all ELLs who appear in the Control D report “Three Years or More” - Product # T0511P09-01.  Note that the last Control D report of the 2014-2015 school year will be posted on June 1, 2015.  Since the FSA data will not be available until after the end of the school year; the ELL Committee meetings will need to be convened during the summer months before Instructional Technology conducts the roll-over of student information prior to Monday, August 10, 2015.  Preliminary collection of all available data should begin prior to the end of the 2014-2015 school year. 15

16 Course of Action  ESOL Program Record Folders:  Notify receiving Middle and Senior High schools that the ESOL Program Record Folders will be forthcoming at the completion of the ELL Committee meetings.  Provide receiving schools with a list of these students. Please refer to Weekly Briefing #17263 for procedures on EXTENDING ESOL services or EXITING students from ESOL.

17 Course of Action 17 NOTE: Instructional Technology (IT) will automatically exit ELLs who meet end of the year EXIT criteria. No action is needed.

18 TITLE III Reminder  Title III English Language Acquisition (ELA) funds and services are to be used exclusively for eligible ELLs.  Title III Immigrant Children and Youth (IY) funds and services are to be used exclusively for immigrant ELLs and Non-ELLs that meet eligibility per federal guidelines. 18

19 Extended Foreign Language (EFL) Program 19

20 Procedures and Guidelines  EFL Parental Choice letter to be distributed to ALL incoming Kindergarten parents ONLY  Entry point for the EFL program is ONLY Kindergarten  Kindergarten students will continue in EFL based on teacher recommendation and academic performance.  Open slots in Kindergarten will be filled with other Kindergarten students based on:  teacher recommendation;  space available; and,  parental approval.  Grades 1 -5 as a result of attrition can accept students based on the above criteria. Additionally, the students must demonstrate language proficiency based on the IPT test. 20

21 21  Parental Choice letters should have been distributed the week of April 20, 2015.  Responses should be kept on file.  Timeline for the 2015-2016 school year: Schools that do not exceed available spaces can accept students until first day of school. Schools that need to conduct a lottery:  June 12, 2015 – EFL lottery conducted at schools that have a greater number of applicants than available sections in Kindergarten.  June 19, 2015 – EFL Acceptance or Denial letters sent to parents.  Refer to Weekly Briefing #17382 to access Parental Letters and Q & A Procedures and Guidelines
