Outline Marine Activities around us Risks Associated with these activities Need for Regulation Education / Training Support

Marine Activities i)Carriage of Oils as Cargo ii)Bunkering in ports and coastal areas in bunkering zones iii)Ship-to-ship operations iv)Vessel operations in port, conducting loading and unloading of cargos including liquid cargos v)Exploration and Production in offshore fields in the Med (N. Africa, offshore Italy, Cyprus, offshore Israel)

What have we experienced.

Oil Spills Ports Marinas At sea oil slicks Marine Fires Spills following Collisions at Sea Spills from vessel Groundings Contaminated shorelines Contamination of vessel hulls

Super Yacht Marina major oil spill from commercial activities

Impact on Marina & Superyachts. Irrespective of whose fault it is, superyacht owners suffer Where? – Oil slicks in Harbours – Contaminated Jetties, Pontoons and Buoys, – Yacht Hulls and Waterlines. Expensive to clean. Marinas can provide protection Authorities must protect the industry through regulation.

Do we have the means to protect ourselves against the effects from such incidents? How important is it to be informed?

Regulations Laws Yacht Owners may not be well informed of the international maritime laws and local legislation. Agents / Managers / Representatives need to advise all parties of the legal obligations. Minimum Requirements Such requirements must be in place and have the necessary safe guards Limited Enforcement Some countries may not be enforcing regulations and authority inspections not carried out on regular basis. This has given rise to yacht owners and crews to become complacent in some instances.

Regulations Authorities must also ensure that such an important growing industry for Malta is protected. What is Malta’s capability in case of a large spill? The national oil spill contingency plan should be a public document allowing operators like OSRA to be prepared. Dangerous activity such as bunkering and port operations should be required to have oil spill contingency measures.

Education and Training Once crews / agents / owners are aware of the Risks, training on the use of equipment for the preparedness and prevention as a safe guard, becomes a necessity. Education and training is a key factor in the reduction of marine accidents.
