Digging with Knowledge and Skills WHO IS THE MQA MQA is a Sector Education and Training Authority (SETA) for the Mining and Minerals Sector in terms of the Skills Development Act of 1998; The MQA implements the following legislation: Act No. 58 of 1995 South African Qualifications Authority Act; Act No. 29 of 1996 Mine Health and Safety Act; Act No. 101 of 1997 Higher Education and Training Act; Act No. 98 of 1998 Further Education and Training Act; Act No. 97 of 1998 Skills Development Act; Act No. 09 of 1999 Skills Development Levies Act; and Act No. 52 of 2000 Adult Basic Education and Training Bill.
