The moderated debate does not have speakers read their position papers. The one who wants to speak raises the placard and the moderator picks him/her. The moderated debate ends when the time is up or someone makes a motion to end it.

When the Speaker List is over, a delegate may make a motion to be added to the speaker list, or to start to write the resolution paper.
