California Integrated Waste Management Board Hauler Program Over 1,150 registered tire hauling businesses More than 6,500 hauling vehicles Requires an application and $10,000 surety bond Register, if hauling 10 or more waste/used tires

California Integrated Waste Management Board Manifest Program Nearly 28,000 Tire businesses maintain a TPID number (generators, haulers, and end-use facilities). All waste/used tires are required to be manifested. More than 170,000 comprehensive trip logs are mailed out each year. Approximately 230,000 comprehensive trip receipts are submitted to the CIWMB each year.

California Integrated Waste Management Board 31 Background Authorization – PRC 42846 allows CIWMB to perform cleanup and remedial work to protect public health and safety at waste tire sites where responsible parties failed to take appropriate action. PRC 42846 Programs – Short-Term Remediation Projects – Local Government Waste Tire Cleanup – Local Government Waste Tire Amnesty Event Grant Program – Emergency Reserve Account – Farm and Ranch Solid Waste Cleanup & Abatement Grant Program Goal – To abate effects of waste tire illegal dumping.

California Integrated Waste Management Board 34 Waste Tire Cleanup Program – Funds collection, removal, transportation, recycling, and disposal of waste tires from illegal tire piles and areas where illegal dumping has occurred along public right-of-ways. Amnesty Event Program – Allows citizens to bring waste tires to convenient locations for proper management up to twice per month per location. – Coupons allow citizens to bring waste tires on specified days. SB 876 requires Board to create emergency reserve account $1 million. Proposed funding: – $1 million every fiscal year. – Same funding as in previous years.
