1 1 Need for TC100 Review and Input of the IEC SMB Strategic Group (SG) #1 Energy Efficiency and Renewable Resources Recommendations 13-19 Jean Baronas Alternate from the US to SG#1 November 17, 2008

2 2 Status and Update The IEC SMB SG1 met 10/30/08 (Orlando) and generally agreed to send the following recommendations to the SMB. – Related source: SMB-SG1/0027/DC, dated July 2008. 3 3 Smart House, IT Equipment and Consumer Electronics SG1 Recommendation 15c – The TC 100 and TC 108 are to take into account both standby losses and off-mode losses in their standards. This requires external power supplies (AV/DC converters) to be considered as integral parts of the pertinent appliances. For true zero stand-by and off-mode losses, the power supply shall be completely disconnected from the power grid by appropriate means. (Slightly modified in the 10/30 Orlando meeting. In the Orlando meeting, some participants discussed the need for switches on external power supplies that would allow the use to turn the external power supply off.)

4 4 Smart House, IT Equipment and Consumer Electronics Recommendation 16 – “To review a systematic approach for the design and evaluation of energy efficiency in networked systems used in homes and buildings.” – During the Orlando meeting, the “develop” was changed to “review” in Recommendation 16. – During the Orlando meeting, this Recommendation was interpreted as: “To report on the contribution on energy efficiency in networked systems used in homes and buildings.”

5 5 Smart House, IT Equipment and Consumer Electronics ISO/IEC JTC1 SC25 to: (continuation of recommendation 16) – Consider the revision of ISO/IEC TR 15067-3, which provides a model of an energy management system for home electronic systems – Consider the development of guidelines to improve energy efficiency with help of co-operation between different product groups – Consider the development of an international standard that lists information that supports energy efficiency when conveyed from one product (group) to another product (group)

6 6 Smart House, IT Equipment and Consumer Electronics Continuation of Recommendation 16: – “Similarly, for IT equipment including consumer electronic products, standardization activities need to be stated/reinforced. Paraphrased from the Orlando meeting: “to report on the contribution to energy efficiency in network systems used in smart houses and buildings.” The primary affected IEC/TCs of this sector are: – TC 100 “Audio, video and multimedia systems and equipment” – TC 108 “Safety of electronic equipment within the field of audio/video, information technology and communication technology – JTC 1 /SC25 “Interconnection of information technology equipment” – ISO TC 205 (CEN 247) [Added in the Orlando meeting.]

7 7 Smart House, IT Equipment and Consumer Electronics SG1 Recommendation 17 – TC 100 and TC 108 to develop/update International Standards on measurement procedures for IT equipment and consumer electronics shall be established (or revised, as appropriate), which are the basis for establishing energy consumption / energy efficiency classes. – In the Orlando meeting (10/30/08), some participants discussed the scopes as follows: TC108 (information technology) and TC100 (multimedia).

8 8 Smart House, IT Equipment and Consumer Electronics SG1 Recommendation 18 (Source: SMB-SG 1/0024/RM) – TC 100 and TC 108 are to develop/update a harmonized international system of energy consumption classes, for example including a labeling scheme, to determine the energy consumption/energy efficiency of consumer electronic products, such as TV sets, set-top boxes, cable modems, DSL routers etc. (slightly modified in the Orlando meeting) – During the Orlando meeting (10/30/08), some participants discussed how some nations do not support labeling schemes are part of their dejure standards objectives.
