8. 8 EDA Serves as the Federal Lead for National Disaster Recovery and Promoting Resilient Regional Economies  EDA's role in disaster recovery is to facilitate delivery of federal economic development assistance to local governments for long-term community economic recovery planning, reconstruction, redevelopment and resiliency.  Following a disaster, EDA responds by first coordinating with sister bureaus and other agencies engaged in disaster recovery efforts to share information and data on the ramifications of the disaster.  EDA also reaches out to its economic development practitioner network (particularly its network of Economic Development Districts (EDD) District Organizations) to collect on-the-ground information on the economic impacts of the disaster event.  EDA serves as the Coordinating Agency on behalf of the Department of Commerce for the Economic Recovery Support Function (RSF) in the National Disaster Recovery Framework (NDRF). 9. 9 EDA’s Office of Innovation and Entrepreneurship (OIE) leads Commerce efforts in Innovation and Entrepreneurship  Established through the America COMPETES Reauthorization Act of 2010  to foster innovation and the commercialization of new technologies, products, processes, and services  goal of promoting productivity and economic growth in the United States.  Operates the National Advisory Council for Innovation and Entrepreneurship (NACIE) for the Secretary of Commerce.  Regional Innovation Strategies (RIS) is a national program to help communities use innovation and entrepreneurship to drive economic growth and resiliency.  The 2014 RIS competition was comprised of three competitions:  Science and Research Park Feasibility and Planning  i6 Challenge (Proof of Concept and Commercialization Centers)  Cluster-Based Seed Capital Funds INNOVATION. 10. 10 EDA Helps Build a Foundation for Job Creation, Investment, and Improved Economic Prosperity  EDA is uniquely positioned to provide solutions to needs that aren’t met by other public and private sector resources.  EDA advances a proven approach – strategic and catalytic investments in regional innovation clusters, partnerships, and collaboration.  Through collaboration in DOC and USG, EDA is helping to support the President’s priorities.  In all our work, EDA drives smarter government, better ROI, and greater impact for communities.  With measurable outcomes, we achieve results in job creation and investment. 11. 11  EDA investments are transformed into jobs and private-sector investments, fueling sustainable economic growth that raises living standards and improves the quality of life over the long term.  Strong multiplier: Every dollar EDA invests leverages an average of $10 in additional investment. (per third-party study by Rutgers, validated by Grant Thorton)  In FY 2014, EDA awarded approximately $297 million to support 674 investments through its Economic Development Assistance Programs and disaster relief funding. JOB CREATION.  Demand for EDA investments continues to be greater than available resources.  From FY 2010 – FY 2014, EDA received a total of 2,820 competitive applications requesting approximately $2 billion in grant funding.  Of these, EDA only had the funding capacity to approve 1,826, totaling $900 million in grant funding.  This left an unmet demand of 994 applications representing $1.1 billion in grant funding. 14. 14 How EDA Works With Non-Profits  Integration into your local community’s CEDS EDA Comprehensive Economic Development Strategy (CEDS) Planning Grants: The CEDS process is designed to bring together the public and private sectors in the creation of an economic roadmap to diversify and strengthen regional economies. – The CEDS should analyze the regional economy and serve as a guide for establishing regional goals and objectives, developing and implementing a regional plan of action, and identifying investment priorities and funding sources.  EDA’s Funding Opportunities Economic Development Assistance Programs (EDAP): EDA awards grants that assist community-based organizations create jobs, leverage private capital, encourage economic development, and strengthen America’s ability to compete in the global marketplace.  Community Engagement and Outreach INNOVATION. 15. 15 Project Example In 2014, EDA invested $2,500,000 to Operation HOPE to support the “Inside Small Business Empowerment Initiative” (SBEI). This SBEI initiative aims to assist 3,000 small business owners and create 600 new small businesses in nine states and the District of Columbia. SBEI plans to enroll 4,500 participants in credit and money management and educate 6,000 participants through their Small Business Workshops. The initiative further seeks to graduate 600 entrepreneurs from their new training programs. Operation HOPE INNOVATION. REGIONAL COLLABORATION. JOB CREATION.

16. 16 In 2009, EDA invested $800,000 to create the IDEA CORPS program, matching visiting MBA students with local entrepreneurs and start-up companies to provide technical assistance and business assessment assistance. In 2011, EDA invested $400,000 to help accelerate and strengthen New Orleans' entrepreneurial ecosystem by implementing a multidisciplinary curriculum at the undergraduate and practitioner levels, connecting IDEA CORPS to academic, tech transfer and business acceleration partners, and scaling the New Orleans Entrepreneurial Week into a regional innovation challenge. To ensure the sustainability of this project, Idea Village will complete a five-year strategic plan to guide current and future efforts to strengthen the entrepreneurial environment in New Orleans.
