5 Board action by Sept. 2003 Schedule assumes Board formally designates the SJVAB as extreme nonattainment for ozone in Sept. 2003 Resolution & supporting documentation go to ARB for transmittal to EPA in Sept. 2003 EPA issues Federal Register proposed approval by Dec. 2003, receives comments, and issues final ruling on self-designation by Mar. 2004; Extreme OADP reaches EPA at about same time

7 Implications of 8-hr ozone standard? EPA proposing guidance for implementing new 8- hr ozone standard in May 2003 One option revokes the 1-hr standard Effective 1 year after attainment designation (April 2005) Does not help SJVAB avoid FIP (Sept. 2004)

8 SJVAB and 8-hr standard The SJVAB would be classified as “serious” under the 8-hr ozone standard (based on design value) May be given 2013 attainment date under 8-hr implementation guidance This is insufficient time due to our inability to reduce the number of violations recorded by SJVAB monitors despite substantial precursor emission reductions

9 PM10 Plan Adoption Schedule Comment period on Draft Plan ends April 21, 2003 Governing Board Receive and File PM10 Plan May 15, 2003 Governing Board Hearing on PM10 Plan June 19, 2003 Air Resources Board consider PM10 Plan June 26, 2003 ARB submits Plan to EPA July 2003
