European Commission - DG Environment Unit D.2: Water & Marine 1 JRC will perform a second field trial that will compared current approaches in chemical water monitoring. The event is planned to be performed in the Danube river basin: PAHs, PBDE and chlorinated pesticides will be the target compounds. The final report of CMA on-site 1 exercise is available on Circa. A draft outline of the sediment/biota guidance has been launched the 8th of February in the light of article 16 of WFD and of the new directive proposal in which is foreseen that MS may opt to apply EQS for sediment and biota.A drafting group has been formed. A preliminary draft will be discussed at the Plenary meeting the 14° of May. The finalisation has been planned for spring 2009. European Commission - DG Environment Unit D.2: Water & Marine 1 Work in progress The QA/QC Directive has undergone an interservice consultation in March 2008, resulting in comments formulated by the Legal Service which were integrated. A final draft has been communicated to the CMA expert group and to the WFD Committee on the 24 April 2008. The voting is expected to take place on the 15th May 2008. A strategy for operational development for quality assurance and control that will cover surface and groundwater in close connection with the EAQC-WISE project is being finalised. The strategy will be presented and discussed at the final workshop of the project that will be held in Bruxelles on 17-18 June. The aim of the “blueprint”document is to establish recommendations concerning QA/QC coordination within the EU concerning chemical monitoring programmes under the WFD. European Commission - DG Environment Unit D.2: Water & Marine 1 Work in progress Establishment of list(s) of ISO and EN standards relevant to WFD chemical monitoring of priority substances elaborated by DG/Env and the Working Group 1 of CEN/TC-230. Now available on circa. The mandate to CEN has been formally communicated by DG ENTR to CEN, which has now three months to come forward with the work programme describing the standard development for the selected chemical and biological methods. Once this work programme will be accepted, the R&D will have to be carried out in 24 months and 12 further months will be needed for the method interlaboratory trials (delivery of new standards expected by spring 2011). European Commission - DG Environment Unit D.2: Water & Marine 1 Identification of new priority substances Identification of new priority substances l Parliament Proposal: the inclusion of 30 new priority substances in the current legislative proposal. l The Council and Commission are opposed to the identification of new priority substances because Article 16(4) of WFD already provides for a regular review of Annex X that is already well underway (submission of data from 24 country in the context of WG E). l Possible Compromise: identification of candidate substances (new article and new annex) for which the commission will make proposals for identification as priority substances and for the setting of EQS. l The Commission on the basis of available information considers to be indication of risk for: AMPA, bentazone, Bysphenol A, Cyanides, Dicofol, Dioxins, EDTA, Glyphosate, Mecoprop, Musk xylene, PCB, PFOS, Quinoxyfen
11
European Commission - DG Environment Unit D.2: Water & Marine 1 Identification of priority hazardous substances l The parliament need to identify 10 substnaces as priority hazardous substances (elimination from all discharges, emission, releases and losses). l The Council and Commission considers this unacceptable because a work has been undergone from WG E and the last evaluation has been made in 2006.

European Commission - DG Environment Unit D.2: Water & Marine 1 Mixing Zones Mixing Zones l The Presidency suggests that the Council accept compromise amendment 2 that the ENVI Committee adopted on 6 May 2008, with the following drafting changes: l “Member States may ensure that mixing zones are established adjacent to points of discharge. Provided that the best available waste water treatment techniques as well as techniques related to industrial point discharges are applied, concentrations of one or more substances listed in Annex I, Part A, may exceed the relevant EQS within such mixing zones, if they do not affect the compliance of the rest of the body of surface water with those standards”.
