8 HB 153 (Budget Bill) Requirements : Ohio Teacher Evaluation System Framework On Nov. 15, 2011, the State Board of Education (SBOE) adopted the Ohio Teacher Evaluation System (OTES) Framework.

9 Recent legislation (HB 153) mandates that the board of education of each school district, in consultation with its teachers, adopt a standards-based teacher evaluation policy that conforms to the framework for the evaluation of teachers by July 1, 2013. HB 153 Requirements:

10 Q: Does the local collective bargaining agreement supersede the law? A: SB 316 states, “Notwithstanding any provision to the contrary in Chapter 4117, of the Revised Code, the requirements of this section prevail over any conflicting provisions of a collective bargaining agreement entered into on or after the effect date of this amendment.” So, no, the bargaining agreement does not supersede this law.

11 HB 153 Requirements : Implementation begins during the 2013-14 school year. Evaluation framework must be included in future CBA’s and take effect at that point.

13 HB 153 Requirements : Framework must include (can’t change): 1.Multiple Evaluation factors: Student Academic Growth (50%) & Teacher Performance (50%) 2.Align with standards 3.Requires at least two formal observations (30 minutes each) and classroom walkthroughs 4.Provide a written report

14 HB 153 Requirements : 5.Assign a rating 6.Value-added data must be used 7.Provide PD to accelerate growth and provide support for poorly performing teachers

15 HB 153 Requirements : The board shall conduct an evaluation of each teacher employed by the board at least once each school year, unless an employer elects to evaluate teachers who were rated as “accomplished” on their most recent evaluations every two years. Update: HB 487 Mid Biennium Review: Currently, law requires teachers to undergo two classroom observations per year. As an additional incentive, Gov. Kasich recommends teachers that obtain a top rating be given the option to submit a portfolio of accomplishment in lieu of another classroom observation.

16 HB 153 Requirements : Develop specific standards and criteria that distinguish between the following levels of performance for teachers and principals for the purpose of assigning ratings on the evaluations: (a) Accomplished; (b) Proficient; (c) Developing; (d) Ineffective.

17 HB 153 Requirements : Each policy must include procedures for using evaluation results for retention/promotion decisions and for the dismissal of poorly performing teachers. PROHIBITS using seniority as the basis for retaining a teacher, except when deciding between comparable evaluations.

18 Current Status 50% student growth measures: Value-added plus ODE approved tests/assessments that measure mastery of the course content…may include standardized assessments/industry examinations/end-of-course exams, local BOE approved assessments. Pilot – 139 school districts are currently piloting the OTES..looking at non-core courses for assessments.

27 OTES Components Teachers with above expected levels of student growth will develop a professional growth plan and may choose their credentialed evaluator for the evaluation cycle. Teachers with expected levels of student growth will develop a professional growth plan collaboratively with the credentialed evaluator and will have input on their credentialed evaluator for the evaluation cycle. Teachers with below expected levels of student growth will develop an improvement plan with their credentialed evaluator. The administration will assign the credentialed evaluator for the evaluation cycle and approve the improvement plan.

28 Evaluators Evaluators must participate in an ODE training and be CERTIFIED to use the OTES process. (9,000 evaluators) The course will include evaluating videotaped teachers and passing a test to be certified.
