Requirements Way Ahead 24 August 2009

Joint Training Requirement Characteristics: –Identified by a COCOM, Evaluated by a Service Component, Supported by a Service Headquarters, then Validated by the submitting COCOM –Directed by Higher-level guidance: Department of Defense Directive (DoDD) 1322.18 – Military Training Guidance for Development of the Force (GDF) Guidance for the Employment of the Force (GEF) CJCS High Interest Training Issues (HITIs) COCOM Theater Campaign & Training Plans Joint Training Plan High Interest Training Requirements (HITRs) –Requirements shall be framed in terms of Joint Mission Essential Tasks (JMETs) and should address documented readiness issues in the Defense Readiness Reporting System (DRRS) –May address training from tactical to strategic R COCOMServiceHQServiceComp Definition: The intersection of a COCOM’s, Service Component’s, and a Service Headquarters’s training needs linked directly to authoritative higher-level guidance

Requirement: Conduct integrated theater missile detection and defensive operations Submitters: COCOM – USNORTHCOM (and others) Service Component – ARSTRAT (and others) Service HQ – USN (and others) Linkage to Higher Level Guidance: GDF – Prevent Hostile States and Non-State Actors from Acquiring or Using WMD CJCS HITI – Combating Weapons of Mass Destruction USNORTHCOM HITR – NORAD Aerospace Control and Warning Operations DRRS Readiness Shortfall – Conduct Ballistic Missile Defense Operations Applicable Mission Essential Task: NORTHCOM SN 3.4.3.4 – Manage Global Integrated Missile Defense Capabilities ST 6.1.7 – Conduct Ballistic Missile Defense Operations ARSTRAT SN 3.4.3.4 – Manage Global Integrated Missile Defense Capabilities Navy TA 3.2.7 – Conduct Air and Missile Defense Operations OP 6.1 – Provide Operational Air, Space, and Missile Defense Level of War: Strategic, Operational, and Tactical Example Cut in T2$ prevents USN from executing TA 3.2.7 Impact NORTHCOM unable to execute ST 6.1.7 Front End Analysis begins outside of JNTC

Accreditation and Certification Way Ahead 24 August 2009

Improved Accreditation/Certification Process Accreditation now prescriptive in nature –Programs and tasks selected by the JWFC based on COCOM and COCOM Component training needs –Accreditation schedule will largely focus on re-looks of accredited programs Adds new tasks that align with the most current training requirements/guidance TD decisions and activities based on rigorous front-end analysis of validated training requirements. –Accomplished outside of the JNTC requirements process Accreditation/Certification issues remain responsibility of programs –A/C issues not JWFC problems to solve Mitigation backlog resolved –Issues analyzed and returned with few exceptions

Accreditation Process Commander, JWFC approves prioritized list of UJTs JWFC selects programs & tasks for Accreditation based on prioritized UJTs Shortfall Assessment to Program Program Decides Which A/C Issues to Pursue as Requirements CJCS: HITIs COCOMs: HITRs (Front-end Analysis) Execute Accreditation Based on Elements of Joint Context

Example Tasks and Programs for Accreditation Air/Missile Defense ST 6.1.7 Conduct Ballistic Missile Defense Operations -NORTHCOM OP 6.5.4 Secure Air, Land, and Sea Lines of Communications (LOCs) in JOA -BF, JRTC, BCTP, NTC, JMRC, USAREUR IO/Cyber OP 5.6.1 Integrate Operational Information Operations -BF, MAGTF TC, FST, JTFEX, JRTC, NTC, JMRC Joint Fires OP 3.2.7 Synchronize Operational Firepower -FST, JTFEX, AWF, BF, VF, GF-E, GF-W, RF-N, JRTC, BCTP, NTC, JMRC, USAREUR, MAGTF TC CIED TA 6.9/OP 6.2.2.1 Conduct Counter Improvised Explosive Device (IED) Operations -BF, GF-E, GF-W, JRTC, BCTP, NTC, MSTP, JMRC IW OP 1.2.8 Conduct Joint Urban Operations -GF-E, GF-W, RF-N, BCTP, USAREUR, JKCE

24 Emerald Warrior 15 Solution Identified (Not Resourced) 11 Open 5 Not in Mitigation Not in Mitigation Solution Identified (Not Resourced) OthersOpen Solution Implemented (Resourced) 767 * Total A/C issues 334 Complete (Archived) Issues Way Ahead 379 – Returned To Program * 54 - Retained 55 – Reviewed High Potential Issues

Benefits of Accreditation/Certification Validates Joint Training based on elements of Joint Context –Supports COCOM/COCOM Component war fighting requirements PBR’s to address A/C shortfalls will still score higher Accreditation earns program a ticket to participate in JTCP Positive impact on BRAC process for Installations with resident JNTC Accredited Training Programs and Certified sites Certification ensures adherence to Joint technical standards –Improves interoperability

Accreditation/Certification Way Ahead Conduct front-end analysis to focus Accreditation on COCOM & COCOM Component Requirements Selection of Training Programs and Tasks to be accredited based on this front-end analysis A/C outcome is a shortfall assessment provided to the program that is eligible to enter into TD requirements process once the shortfall becomes a valid requirement Legacy issues returned to programs

Back Up Slides

Challenge Overview Accreditation process had flaws that needed to be reworked Issues and activities were not based on a valid, relevant front end analysis A/C issues automatically became JWFC problems to solve Huge backlog prevented agility in execution

Benefits Repairs structural flaws in process while retaining favorable aspects and visibility on joint training issues Focuses our efforts and improves linkages to Warfighter joint training priorities Improves fiscal accountability and effectiveness Allows immediate reengagement with customers and stakeholders to minimizes loss of trust

Assumptions Every “Requirement” JWFC Takes On To Solve Must Always: –Come through the COCOM-Service Component-Service vetting –Have documented basis in high level guidance and nested tasks –Be framed in terms of JMETs Core Capabilities Are Continuously Maintained: –Configuration management process –Developed IAW roadmaps and architectures Process Must Be Agile To Meet All Challenges –Some flexibility and judgment must be applied to each situation –Process procedures used are variable and situation dependent –The same parties have an interest throughout the process although the lead and the main effort change periodically –An Integrated Product Team approach is indicated (Community of Interest)

Definition: Accreditation “A determination that a Combatant Command, Service, or component training program or organization has the capability to conduct training on joint tasks thereby providing the training audience a realistic joint environment, that includes the appropriate elements of joint context for the joint tasks, or portions of joint tasks, being trained.” JNTC Accreditation CONOPs, 7 March 2005

Elements of Joint Context Those forces, control organizations, systems, and supporting infrastructure that make up the joint training environment expected to be encountered in real-world operations for specific universal joint tasks.

Definition: Certification “A determination that training sites and systems are compliant with specified Department of Defense (DoD) and Joint National Training Capability (JNTC) architectures, configurations, and standards required to create a supportable, realistic joint training environment.” * In accordance with JNTC Certification CONOPs, 7 Mar 05

Certification Focus Areas Accreditation and Certification are linked in that certification will make certain that the systems, networks, architectures, etc., needed to produce the required elements of joint context are available, supportable and meet the established joint standards.
