2 Shelter Meeting 09a, Geneva 07.-08.05.2009 Review the discussion during SM 08b It was highlighted that there is the need for policies and strategies addressing issues such as: identifying, registering and profiling (hidden population, IDMC) defining limitations of assistance (definition of durable solutions) relation to livelihood and legal issues (securing shelter interventions)

List of content for urban areas, limitations to what beneficiaries should contribute What can and what is the community allowed to contribute? Competing with contractors Various services are available for money, but how to control that money is spend right? There might be settlement management authorities in place, how to support? OK

10 Shelter Meeting 09a, Geneva 07.-08.05.2009 Guidelines and Assistance Methods for Urban Displacement There seems to be a need to: initiate a review process of existing and established guidelines, strategies and handbooks assess whether they are providing enough information and are of relevance for addressing urban displacement develop guidelines and assistance methods for urban displacement, compiled in an A5 booklet (digital) referring to the existing documents a brief PowerPoint based training tool.

11 Shelter Meeting 09a, Geneva 07.-08.05.2009 Title: Guidelines and Assistance Methods for Urban Displacement Objective: to develop guidelines and assistance methods addressing specific challenges of assisting refugees and IDP’s in urban settings focusing on: identification, registration and profiling in order to; address livelihood situation, map and assist future migration intentions and support the relation to the urban population (IDMC), security of tenure, land and property rights, assistance methods and role of humanitarian organizations (IDMC), advocacy and mediation as well as settlement management and capacity building of authorities (IDMC) Title and Objectives

12 Shelter Meeting 09a, Geneva 07.-08.05.2009 Timeline May: Launching of project concept at Shelter Meeting 09a June: desk study of existing and established documents and coordination with UNHCR and UN-HABITAT on their policy development August: draft guidelines and assistance methods for urban displacement October:first online commenting and reviewing process November:further detailing the assistance methods for urban displacement and presentation at the Shelter Meeting 09b January: final online commenting and reviewing process March: final incorporating of comments and recommendations May: finalizing the guidelines and assistance methods and launch at Shelter Meeting 10a.
