5 I/ 1. Progress of PDO [Ha Noi city] * 2009. Apr: Selected as contracting out of Ministry of Health & Welfare ‘Pre-Departure Orientation Program for Marriage Migrants - Mongolia, Cambodia, Viet Nam (Hanoi)’. Preparation ‘Pre Departure Orientation for Marriage Migrants’ in Hanoi, Cooperate with Embassy of the Republic of Korea and Korean Culture Center in Hanoi ‘Pre Departure Orientation for Marriage Migrants(PDO)’ began in Hanoi.

6 I/ 1. Progress of PDO [Ho Chi Minh city] * 2007. May: The Korean International Cooperation Agency(KOICA) and SK Telecom funded. Cooperated with Consulate General of the Republic of Korea in Ho Chi Minh City. * 2007. Jun~ Aug: Preparation ‘Pre Departure Orientation for Marriage Migrants’ - Ministry of Gender Equality and Family of Korea collaborated with KOCUN in implementing PDO. ‘Pre Departure Orientation for Marriage Migrants(PDO)’ began in Ho Chi Minh City. KOICA decided to fund for PDO. * 2008. Jun: Community Chest of Korea(SK-telecom appointed to donation) selected fund. * 2011. Jan: Funded by Ministry of Health & Welfare.

14 * How: Free support of checking marriage status in Korea and withdrawing a Korean divorced record: Vietnamese brides come to the office have a talk provide their individual information and papers provide their husbands’ information put their signature on a power of attorney PDO sends it to the Korean Supporting Center (KSC) and Korea Center for United Nations Human Rights Policy (KOCUN) KSC or KOCUN withdraw their marriage relationship record in Korea KSC or KOCUN send it back to Viet Nam They come to the office to receive the result (get divorced or not)

15 III/ Suggestion that migrant groups in receiving countries need to do for better cooperation between groups in sending countries and receiving countries

16 III/ Suggestion: In Korea 1.More widening the Supporting Center for Migrant Women system to countryside and far regions. 2.Set up a mass communication/ media more mentioning about woman’s native country. 3.Create good conditions for counselors to have a deep understanding of and in a very close touch with migrant women. 4.Deal with supporting cases as soon as possible, try to contact other competent authorities if necessary.

17 III/ Suggestion: In Vietnam 1.Hurry up to build up a specialized supporting and consulting Centers. 2.PDO ’s operation is not legal in Vietnam because KOCUN has not been registered legally here yet. It’s necessary for KOCUN to prompting this procedure.

18 III/ Suggestion: Both in Korea and Vietnam 1.Offer a free and professional law consultancy in legal proceedings of divorcing or suing husband. 2.To be more convenient for supporting and consulting, Vietnamese Supporting Center and Korean Supporting Center had better learn about both Vietnamese law and Korean law. 3.Operate more conferences or training programs for Instructors of Pre Departure Orientation for Marriage Migrants from every countries.

19 III/ Suggestion related to returned migrant women supporting: CAUSES: No husband’s personal information: name, address, telephone number, ID number… No relevant marriage documents. No immigration law knowledge. No urgent counseling. EFFECTS: Stay illegally in Korea and be expelled from Korea by police. Couldn’t look for/ contact a Korean husband when coming back Vietnam. Without a statement/ an agreement from Korean husband, women couldn’t get divorced unilateral. Coming back Viet Nam along with children, then Korean husband/ Korean law considers it as a kidnapping.

20 * Support migrant women being about to return Vietnam to get divorced in Korea first (if they want). It will be better for migrant women to receive a support at the airport in receiving country before leaving like: + provide some husband’s information in Korea. + return all her relevant marriage documents. + make a statement expressing his intention about the marriage and children (if any).
