2  PROPOSITION 19 IS A CHAOTIC INITIATIVE FILLED WITH MAJOR FLAWS THAT WILL HAVE SEVERE AND UNINTENDED CONSEQUENCES FOR CALIFORNIA  PROPOSITION 19 POSES A MAJOR THREAT TO PUBLIC SAFETY IN CALIFORNIA AND WILL MAKE OUR ROADS, WORKPLACES AND COMMUNITIES LESS SAFE

3  PROPOSITION 19 DOES NOT REGULATE MARIJUANA LIKE TOBACCO OR ALCOHOL. RATHER, IT LEAVES TO LOCAL GOVERNMENT THE TASK FOR REGULATING MARIJUANA WITHIN THEIR JURISDICTION. LOCAL GOVERNMENTS WILL NEED TO DEVELOP AND FUND ADEQUATE RESOURCES TO PROPERLY REGULATE THE USE OF THIS DRUG

4  CALIFORNIA ALREADY ALLOWS FOR THE LEGAL USE OF MARIJUANA FOR MEDICAL REASONS AS PART OF THE COMPASSIONATE USE ACT (PROPOSITION 215. ENACTED IN 1996).

5  INCREASED YOUTH ACCESS TO MARIJUANA  INITIATIVE OVERRIDES ALL OTHER LAWS TO PERMIT POSSESSION AND CULTIVATION OF MARIJUANA  EVEN JAIL AND PRISON INMATES MAY POSSESS UNDER 11300(a)(i)

6  IRRESPECTIVE OF LOCAL ZONING, ALL VACANT LOTS MAY BE USED FOR CULTIVATION: 11300(a)(ii)  WAREHOUSE OPERATIONS CAN BE PUT ON ANY VACANT LOT: 11300(a)(ii)  ANY RESIDENCE CAN CULTIVATE 25 SQUARE FEET OF MARIJUANA: 11300(a)(ii)

7  PROPOSITION 19 PERMITS SOMEONE WHO TESTS POSITIVE FOR MARIJUANA TO OPERATE A MOTOR VEHICLE (INCLUDING PUBLIC TRANSPORTATION AND COMPANY VEHICLES)  PROPOSITION 19 CONTAINS NO QUANTIFIED STANDARDS FOR MEASURING THE LEVEL OF MARIJUANA IN A DRIVER’S SYSTEM

8  CREATES SEVERE WORK PLACE SAFETY ISSUES  EMPLOYER MAY NOT TAKE PREVENTATIVE ACTION TO ASSURE SAFE WORK PLACE  ALLOWS FOR USE OF MARIJUANA AT THE WORK PLACE

9  HIGHER WORKERS’ COMP RATES  HIGHER INSURANCE RATES  INCREASED LIABILITY  POSSIBLE LOSS OF ANY FEDERAL CONTRACTS OR GRANTS SINCE PROPOSITION 19 IS OUT OF COMPLIANCE WITH THE FEDERAL DRUG- FREE WORKPLACE ACT. COMPLIANCE WITH THE ACT IS REQUIRED FOR ALL FEDERAL CONTRACTS AND GRANTS OVER $100,000

10  FEDERAL AID TO EDUCATION AT RISK  CALIFORNIA K-12 CURRENTLY RECEIVE $9.4 BILLION IN FEDERAL AID TO EDUCATION

11  INITIATIVE DOES NOT AUTHORIZE STATE MARIJUANA TAX: 11302(b)  ONLY PERMITS LOCALS TO IMPOSE STRUCTURED, BUT POTENTIALLY UNCOLLECTABLE TAXES

12  MYTH: LEGALIZATION WILL PUT CARTELS AND ORGANIZED CRIME OUT OF THE MARIJUANA BUSINESS  FACTS: MEXICO HAS A PROPOSITION 19 LIKE LAW AND CARTELS CONTINUE TO CORRODE MEXICO  RAND CORPORATION STUDY REPORTS CALIFORNIA LEGALIZATION WILL BRING OTHER DEALERS TO CALIFORNIA IN SEARCH OF CHEAP PRODUCT TO SELL IN OTHER STATES
