WLTP: Transposition into EU legislation Summary of AdminWG 2 nd December 2014 For AdminWG Meeting 16 th December 2014, Brussels

Correction algorithms (classified as “A” for Pune) Deviation from target speed Vehicle preparation for coast down, toe-in prescription Rotational inertia correction CO 2 declaration – number of tests Issue not closed in Pune Need agreement at EU WLTP on 16 th December Evolution coefficient Stephan Redmann to prepare a summary of the BASt study on the evolution coefficient. (AdminWG-32 for AdminWG 161214) BASt study seems to support the view that the 8% in the current legislation is too high – however all agreed that more data is needed. Can ACEA provide? AdminWG 2 nd December 2014

Type Approval – reporting of CO 2 Procedures and documentation need to be sorted out Need a task force / drafting group to develop and agree an approach. Proposed group make-up would include the following:  UTAC – Elodie Collot  EC – Klaus Steininger and Susanna Lindvall (?)  Bill Coleman  Anrdre Rijnders + colleague (Hans Lammers)  Laura Bigi + a PSA colleague  Pierre Bazzucchi  Christoph Lueginger  Romana Husch  UTAC to prepare a list of questions that the Task Force would need to consider (AdminWG-31 for AdminWG 161214)  SL reported that the Commission work programme in New Year may include an item on labelling  Discussions on how to phase the switch from NEDC to WLTP on the CoC AdminWG 2 nd December 2014

Conformity of Production Test Proposal There was consensus that the existing test is not ‘fit for purpose’ Norbert Ligterink presented the findings of his study to develop a replacement test procedure for CoP (AdminWG-29a). Query from Alain Petit as to whether the statistical procedure should use a log normal distribution NL to run simulations with a log normal distribution NL to tabulate S values for different tests AP to provide NL with data to run through his test Legislation requirements Statistical procedure principles Back-up procedure AdminWG 2 nd December 2014

Commission proposal for principles Confidence level of at least 95% (5% consumer risk) Criteria for the pass = average of emissions below the limit values Legislative text KS presented draft text prepared at the meeting AR – need to take account of text in Regulation 83 (para 5.1.2.) AR – currently there are gaps in the guidance on how often COP has to be undertaken – need to draft some legislative text to address this Conformity of Production for CO 2 NL introduced four options for applying the new test (AdminWG– 29a) Recommended Option1 - only Test Mass Low testing (limited burden) AdminWG 2 nd December 2014

Two options: EITHER test CO2 of Individual Vehicle v. Value on CoC OR test quality of production based on value from Type Approval Discussions on use of measured value or declared value at Type Approval and the tolerance allowed Need ACEA point of view on approach and tolerance (Laura Bigi to coordinate) Use NL’s approach if test is against TMH and TML Test may need to be modified if the individual vehicle approach is chosen AdminWG 2 nd December 2014

Updates to Legislation Required Framework Directive Information document Annex II definitions Strong link here with the work to be undertaken by the UTAC-led Task Force Co-Decision No updates envisaged However KS to check with EC legal whether the co-decision needs to define the timings of when the new regulation (xxx/2015) comes into force and the old regulation (692/2008) stops AdminWG 2 nd December 2014

Tyre rolling resistance / selection AR - EU WLTP text needs to refer to the method in Regulation 117 (i.e. a ‘deep link’) and not just to the regulation in general Discussions on tyre rolling resistances CL- manufacturers need flexibility of supply due to lead times between order and manufacture KS – repeated request for statistics on distribution of rolling resistance values of aftermarket tyres AdminWG 2 nd December 2014
