FY08 Pay Program Goals Address concerns of the employees. Employees wanted a plan that mapped their movement from entry to the midpoint. Wanted a plan that recognized employees for experience and time with the City.

Program Elements Developed a plan to move employees from entry to the midpoint over eight years. Employees would receive step increases each year in addition to the cost of living increase. In FY08 all employees received a 3% cost of living increase.

FY09 Proposal All employees receive a 3% cost of living adjustment. Employees below the midpoint receive a two step increase, or an additional 2%.

Skill and Competency Based Pay Person-Based – Focuses on an individual's ability to contribute to the organization. Emphasizes Learning – By promoting the acquisition of new skills. Employees are paid for the job-related skills and competencies they demonstrate.

Skill and Competency Based Pay Emphasizes learning by promoting the acquisition of new skills. Employees are paid for job-related skills and competencies they demonstrate.

Characteristics of Skill Based Pay Focuses skill acquisition and development on actual needs. More flexible as employees acquire more skills results in multiple tasks being performed.

Developing Skill Based Pay Plan Set up skill-based pay committee. Committee develops skill hierarchies. Develop and price skill blocks. Design training and certification programs. Prepare a skill inventory for each employee. Reward and recognize individuals that add skills and competencies to their inventory.
