3 Business applies for certification through WYDOT Webpage. Timeframe of certification depends on data collection process. 4 In order to qualify for a DBE Certification: The firm must be 51% Owned and Controlled by a female or minority. The firms owners’ personal net worth must be LESS than $1.32 Million. The firms gross receipts must meet the Small Business Definition through SBA. An on-site visit must be completed prior to certification for Wyoming firms.

5 There is an annual goal of DBE participation that WYDOT strives to achieve. DBE firms are solicited for bidding opportunities to grow their firm. There are online trainings through the OSDBU group for DBE firms. WYDOT provides electronic plans free of charge to DBE firms. WYDOT provides a copy of Standard Specifications book to certified firms.

8 Federal Contract Requirement: Employees must be paid Davis-Bacon Wages Current wage determinations are included in every contract. Payroll reports must be submitted weekly. If there are issues estimates will be withheld until compliance is established. 11 Must be BAT (Bureau of Apprenticeship and Training) Approved Trainee requirements are based on size of company. Responsibilities are lined out in SS-100E and the 1273 of the contract.
