2 2 Introduction  The share of LDC ’s trade in non-traditional products has increased  A new avenue to increase export revenues  But, it also poses a new challenge - complying with FSS  Stringent FSS – e.g. the application of HACCP  Past experiences with – BSE, FMD, Avian Influenza, GMF & antibiotic use – have increased consumers’ awareness  The trend is likely to continue unabated in the future  Implication: Access to export markets will depend on the capacity to upgrade FSS conformity levels

3 3 In this paper…  We use the Nile Perch Export Value Chain to provide some insights on whether compliance with FSS is an incentive or barrier to entry  Part of on-going research activities under SAFE  We compare the costs & benefits  Between the with & without compliance scenarios

4 4 The Nile perch value chain … is characterized by a complex system of supply chains operating mainly at 3 levels…

6 6 Costs and Benefits …Compliance with FFS is generally expensive (a barrier?) but also beneficial (an incentive/catalyst?)…

8 8 Fishing assets  Fishing assets have increased, particularly those targeting NP (e.g. boats & gillnets ≥ 5” mesh sizes, L/lines…)

15 15 Conclusions  Nile perch export value chain provides higher returns to a myriad of actors  The strong “opportunity window” for ensuring sustainable benefits from the Nile perch export value chain = improve the quality and product presentation  It is therefore worth supporting compliance with FSS  And ensure wise harvest  Strike a balance between harvesting and growth
