Communicate the standards and performance expectations to the chairperson and councilors. Facilitate continuous improvement and organizational development. Provide a fair, objective and regular assessment and feedback on individual performance. 55

Enter into performance agreements with the chairperson and Councilors. Oversee the overall performance to ensure that it is in line with the performance agreements. Ensures that evaluation panel sits to evaluate performance. Ensures that the decision by the National Assembly is implemented. Prepares inputs on the achievements of the Chairperson and Councilors for a specific financial year for presentation to the evaluation panel. Together with the Minister, considers the evaluation results and report of the panel. Ensures that an evaluation report is implemented accordingly. Enters into performance agreement on an annual basis. Executes activities aimed at delivering outputs as agreed upon in terms of the performance agreement. Participates in performance assessments by concluding self assessment and document evidence to support self assessment. Provides feedback to the Minister on the performance of the Chairperson and Councilors. Submits report on the outcomes of the evaluation meeting to the National Assembly. Collate information received from the chairperson and the councilors. Distribute information to the panel members. Coordinate evaluation meetings in consultation with the Office of the Minister. Serve as a Secretariat during the meetings. Assist with the preparations of the evaluation reports. Implement the decision by the National Assembly. Report on implementation and maintain records. Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development THE PERFORMANCE MANAGEMENT PROCESS The evaluation process shall be aligned to the planning of government (MTSF) & the performance will be linked to a financial year. The Minister, Chairperson and Councilors shall conclude and sign performance agreements by 1 April each year. Review performance based on the performance agreement on a regular basis and prescribed minimum of two formal reviews. Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development THE PERFORMANCE MANAGEMENT PROCESS (cont) The documentation to be used during the evaluation meeting shall be forwarded to the Minister within time frames. The Sectretariat shall collate the documentation and forward it to the evaluation panel. The panel shall consider each KRA, core management criteria (CMC) and award a score on a scale of 1-5 as defined in the framework. The framework provides parameters for awarding performance that is outstanding or significantly above expectations for the purpose of awarding cash bonuses. Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development CONSTITUTION OF THE PANEL The evaluation panel will be constituted by eight members, viz: Two Ministers, (Minister of Finance and one National Minister) Two representatives from the Portfolio Committee on Communications. Three representatives, from broadcasting, postal and telecommunications sectors. The Director-General of the Department of Communications. Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development DEALING WITH POOR PERFORMANCE The Minister shall ensure that performance standards/indicators are set and agreed upon. Should the chairperson or councilor(s) fail to execute their KPA’s in terms of the agreed standards/indicators, the Minister can take corrective action actions to address sub-standard/ poor performance. Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development DEALING WITH POOR PERFORMANCE Corrective action may include: Personal counselling. On-the-job coaching. Formal training. Development of a performance improvement plan. Should the chairperson/councilor not respond positively to the attempts above and the achieved overall score is less than 100%, the National Assembly may invoke the provision of section 8(1) of the ICASA Act. Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development DISPUTE RESOLUTION If the chairperson or councilor is dissatisfied with the outcomes of the evaluation process he/she may request for a review through the Minister. Dispute emanating from the evaluation meeting shall be referred to the Review Committee established by the National Assembly. The Review Committee shall consider the following: The self rating of the chairperson or individual councilor.
