Background In the nineties: 2.2 million Miami-Dade residents logged 42 million vehicle-miles of travel (VMT) over 5,500 miles of arterial roadways in the county By the end of 2000, population and total lane- miles increased by approximately 15%, growth in total Vehicle Miles of Travel (VMT) by 23% An increase in traffic congestion prompted the need to modernize all 2,700 traffic control signals

Background Miami-Dade’s Urban Traffic Control System UTCS) Installed mid-70s Funded by FHWA, FDOT, and local bonds Largest central computer control system in the U.S. at inception Reached maximum capacity of 2,048 signals mid-80s

Field Alpha Test New timing values and firmware were installed Three two-person teams took roughly eight hours to change-out controllers at 16 locations The field test ran for one month before the top- ranked firm was given clearance to expand control of the intersections
