1 Update on Recent International Cooperation on National Accounts in China Shuchang QI 6-10 Nov, 2006

Long term cooperation and research with OECD Contents: important and difficult issues in national accounts Research cooperation: NBS and OECD jointly organizes annual workshop on national accounts Time period: The first workshop started from Sep, 1996 in Beijing and this year is the tenth. Outputs: increase mutual understanding and achieve good communication with each other Published “Research of Methodological Issues on National Accounts”

Project on “Improvement of China’s Services Statistics” cooperated with ADB Contents: Conducted pilot sample survey in Beijing, which covers two industries: renting and business services, and resident services and other services. Research cooperation: With the help of both international and domestic experts by following other countries’ best practice and combing the real situation of China, explore a scientific survey system and established corresponding proper accounting method for services statistics in order to improve the coverage and the accuracy of the services data.

5 Progress on pilot sample survey in last year ( 1 ) Finished the formulation of sample survey plan and the compilation of data processing program by the end of last year. ( 2 ) Finished the training for pilot sample survey in Jan 2006. ( 3 ) Finished filling up questionnaire from Feb to Mar 2006. ( 4 ) Finished data processing from Apr to May 2006. ( 5 ) Conducted pilot survey evaluation, added value calculation and data analysis from Jun to Aug 2006. ( 6 ) Finished the final report for this project in Oct 2006.

6 III. Project on Environmental Statistics and Accounting cooperated with Statistics Canada Contents: Establishing basic framework for China’s green national accounts; Assessing the current data bases of natural resources and environmental management and providing suggestion for improvement; Compiling stock accounts of minerals, energy accounts and air emission accounts; Establishing data bases. Time period: from the third quarter of 2005 to the end of 2012 Main outputs: ( 1 ) Signed “Agreement of Project Implementation” by both sides, and develop project framework. ( 2 ) Helped with SEPA and other agencies, review the framework currently used by China and determine the same and different places with SEEA.

7 IV. Project on Green National Accounts in China cooperated with Norway Contents: Research on conception and methodology of green national accounts. Outputs: understand and use for reference of international experience and practice of research field on green national accounts, boost the development and implementation of green national accounts in China, and finish “Report of Experience and Suggestion on Green National Accounts”. Held the “International Workshop on Green National Accounts” in Beijing on 20 Feb, 2006.

8 V. Planned Project on Water Resources Accounts Cooperated with UN Statistical Division NBS, Ministry of Water Resources and UNSD jointly held workshop on water resources from 30 Nov to 1 Dec 2005. Contents: introduce SEEA, water resources accounts and experience from some countries which conduct water resources estimation; current situation of China’s environment statistics; policy and management of China’s water resources, and current situation of China’s water resources statistics and indicators’ system. MWR and NBS jointly held “workshop on water resources statistics” on 16 May, 2006. The objective of water resources accounts was determined by this workshop, which is to study and establish “Water Resources Accounts Framework in China” fitted with real situation of China in three years, and to conduct pilot survey on regional water resources accounts.
