Encourage more telecommunications companies to participate to enhance competition  lower price. –Price incentives for FDI enterprises in hi-tech zones (HTZs), EPZs and IPs (land rentals, taxes, etc.). E.g. Large projects over 10 USD mil. in hi- tech industries can be exempted from all kinds of taxes and half of land rental.
