3 Page 3© International Road Transport Union 2013 Improving Road Safety - The Strategy Road safety is a key concern to Governments of the Arab world due to the high level of severe and fatal accidents HOWEVER Policy decisions to improve road safety can only be taken if the main causes of accidents are known and targeted accordingly BUT Accident causation knowledge and statistics are missing THEREFORE A scientific investigation was undertaken to assess the feasibility of developing a League of Arab States Truck Accident Causation Study (LASTAC) applying already existing tools and knowledge

6 Page 6© International Road Transport Union 2013 Results Technical Feasiblity  Arabic should be the basis for the LASTAC tools  Data collection/data evaluation and quality control processes can be executed separately  A database shall be created and made available to all stakeholders for further decentralised usage  There may be a need for purchasing standard computer software such as “PC – Crash”

7 Page 7© International Road Transport Union 2013 Results Operational Feasiblity  ETAC methodology is rather complex and simplification of the ETAC approach is necessary (“ETAC Light”)  Keep the basis Methodology  Reduce the number of collected parameters from 3,000 to a maximum of 300  Analyse at least 600 accidents

10 Page 10© International Road Transport Union 2013 Results Legal Feasiblity  Changes to national legislation prior to the LASTAC study will not be necessary  Important: LASTAC study data should be anonymised to ensure they cannot be used for legal disputes or criminal investigations

11 Page 11© International Road Transport Union 2013 Results Schedule Feasiblity Step 1  A simplification of the ETAC methodology and its adaptation to the Arab world is necessary  This step includes the simplification of the ETAC database, the ETAC questionnaire and the ETAC manual, the amendments to the ETAC software and their translation  This work should be headed by a LASTAC lead agency from one of the most ready countries, supported by the original ETAC lead expert (CEESAR, who developed the IT tools and coordinated the methodology development of the ETAC study) and the IRU as technical assistant partner

12 Page 12© International Road Transport Union 2013 Results Schedule Feasiblity Step 2  The LASTAC lead agency will train other participating national experts in national workshops These training workshops will focus on: i)Training on methodology and coding ii)Training on accident investigation (test area and/or onsite where necessary) iii)Training on accident analysis

14 Page 14© International Road Transport Union 2013 Results Schedule Feasiblity Based on the feasibility study and benchmarked against the ETAC study and similar projects in the region, the overall costs of the full fledged LASTAC study is estimated at USD1.2 mio.  20% adapting methodology to regional needs  15% training of accident investigation and knowledge transfer  50% accident investigation/data collection/ data analysis  15% dissemination and advocacy

15 Page 15© International Road Transport Union 2013 Study Conclusions The LASTAC Feasibility Study showed promising results It is technically, operationally and legally feasible to implement the LASTAC Study based on existing and recognised investigation standards The LASTAC Study can be implemented within 5.5 years with a budget of $1.2 million The LASTAC Study will help national governments to: identify actions to improve road safety reduce the number and seriousness of truck accidents develop effective national road safety legislation
