Welcome Back In memory of Mr. Pedroza, we would like to have a moment of silence. Our sincerest condolences to the Desert Wind Family. We hope all of you had an opportunity to rest during the intersession. Thank you to all of the Principals and Assistant Principals that attended our Fall Parent Summit and helped make it a huge success.

Monitoring Minutes State law requires the LPAC to monitor the progress and performance of all ELLs throughout the year, including those students recently reclassified as non- LEP (or exited M1 and M2). Monitoring all ELLs will not only make future LPAC procedures, such as making state assessment decisions, easier, it also enables the LPAC to take a proactive approach to planning and monitoring language instruction.

The LPAC will use the information gathered from these performance reviews for: Determining what TAKS (High school) or STAAR an ELL should take Determining a student’s eligibility for a LEP exemption from TAKS (High school TAKS testers only) Determining which LAT accommodations will be in place during a LAT TAKS administration (High school TAKS testers only) Determine which linguistic accommodations will be in place for STAAR L and other Bilingual/ESL students End of the year program placement decisions Monitoring the performance of reclassified students and intervening when necessary

Monitor the performance of LEP students NOT served in a bilingual or ESL program (Districts are held accountable for the TAKS/STAAR/TELPAS performance of LEP students who do not participate in a language program due to parent denial of services or other reasons) Adjusting instructional interventions as students learn and progress to meet the needs of the accountability systems of AYP, PBMAS, TELPAS, AMAOS and ELL progress measure. Spotting non-linguistic and academic issues, such as attendance or discipline, early and intervening when necessary Developing a deeper understanding of each ELL Continually ensuring documentation is complete and correct for each student Continued:

If student is a Re-Entry into program the following will need to be done: Re-LPAC Complete another initial placement form Complete another parent acceptance form Change coding on PEIMS to match date on parent acceptance form Forms to Complete:

LPACs should meet shortly after the end of each grading period to review each ELL’s student monitoring form, discipline record, attendance record, and anything else that provides clues to the student’s progress in learning English and mastering content area TEKS. When should LPAC meet to discuss monitored students?

Step 1. Request updated PEIMS roster of all students who will be monitored Step 1. Gather documentation to complete the Monitoring of Exited/Reclassified Students form Step 2. Hold the LPAC meeting. Use the LPAC Meeting Minutes to list the students whose performance will be reviewed. Discuss each student one at a time, noting on the Meeting Minutes any comments or decisions made (ie. Interventions ). Evaluate performance of each Monitored student Evaluate the performance of ELLs in a bilingual or ESL program Review the progress of non-participating LEP students Step 3. Notify appropriate people of any changes made Suggested Steps to Take

Documents to Request for Students Students will come to your campus from either a school in your district, or from a school outside of your district (or state, or country). Procedures differ depending on whether the student is from within your district or not. Transfers (Within Texas and Local) New (Out of State & Country) Puerto Rico

Transfers (In State and Local) Request the student’s LPAC documentation from the previous school. TEA policy is to maintain the original documentation whenever possible (especially the HLS), so it is best to wait and hope that the student’s records show up in a timely manner. Request the following: Original Home Language Survey Initial Placement Form Parent Notification Letter Denial Letter (If Applicable) Original OLPT Scores EOY Review (If Available) Any PIEMS Reports which indicate LEP status and placement If the records do not arrive before the 20 days are up, the LPAC should proceed as if the student were from out of state. That means, issuing a new HLS and performing the language proficiency assessments. Make sure all attempts to obtain the student’s original documentation from the previous school are well documented. Note dates and times of phone calls to the previous school, the person with home you spoke, and their response. Keep copies of letters and other communications sent to the previous school requesting the student’s

PIEMS & SnapShot Refer all questions in regards with coding to the IS Department. VERY IMPORTANT, Snapshot is October 28, 2011. TEA requires all districts to report the most accurate data. Make sure that you have verified that all discrepancy reports are corrected.

Confirm LPAC Administrators We are requesting that campuses that have had changes in the administration team send us an email confirming who will be the LPAC Administrator. This will allow us to update our information and make sure that the emails are being received by the correct person.

Training Dates Our next LPAC training will be face to face on November 17, 2011 at 4:30-6:00 at the DSC Room A&B. At this time we will be discussing the changes to STAAR, TAKS at the high school level and TELPAS.
