Public Health Functional Profile Project – Continued Supported by the National Center for Health Statistics (NCHS) Centers for Disease Control and Prevention (CDC) Grant No. 5U38HM000455-04 Project wiki pages: https://wiki.phdsc.org/index.php/EHR-PH_Project_Year3https://wiki.phdsc.org/index.php/EHR-PH_Project_Year3 2012 PHDSC EHR-PH Task Force

The HL7 Public Health Functional Profile serves as the overarching profile for public health functions relevant to an EHR-S from which other PH profiles may be derived. In 2011, the Profile was expanded to include new public health domains, e.g., birth defects, public health laboratory, occupational health and health statistics and deep vein thrombosis In the future, we envision expanding the profile by including other domains, e.g., immunization, communicable diseases, biosurveillance / syndromic surveillance, behavioral health, environmental health, and others. 2012 PHDSC EHR-PH Task Force

Project Objectives:  Work with state and local public health agencies and professional associations to solicit their input in expanding the Public Health Functional Profile by (1) adding five new public health domains to the original profile, and (2) defining certification criteria for interoperable clinical and public health information systems  Participate with national certification entities representing public health interests 2012 PHDSC EHR-PH Task Force

We re-convened the Task Force to expand the Public Health Functional Profile by including other public health domains as follows: Birth Defects Deep Vein Thrombosis & Pulmonary Embolism (DVT/PE) Health Statistics Occupational Health, and Public Health Laboratory 2012 PHDSC EHR-PH Task Force

131 Participants:  39 new members joined the Task Force since 2010  115% increase in comparison with 2004 EHR-S FM evaluation with 63 members  44% increase in comparison with 2010 Task Force membership of 92 members 2012 PHDSC EHR-PH Task Force

The HL7 Public Health Functional Profile will be used as a reference for certification of EHR systems that include functionality to support public health domains (programs). Based on the 2011 Profile we initiated discussions with the ONC-Authorized Testing and Certifying Bodies (ATCBs) to enable certification of EHR- Ss for Early Hearing Detection and Intervention (EHDI) program and Public Health Laboratory data exchanges. 25 2012 - 2013 PHDSC EHR-PH Task Force Proposed Activities (pending funding approval) conduct comment resolution on the ballot by the HL7 Public Health and Emergency Response (PHER) Workgroup at the HL7 Workgroup Meeting in May 2012 and further in 2012; and harmonize the Profile with the HL7 EHR Functional Model Release 2 by September 2012 review harmonized Profile with ALL 8 domains by November 2012 ballot the harmonized Profile in January 2013 publish the Profile by May 2012 Next Steps

Proposed Outcome: The harmonized HL7 Public Health Functional Profile will be conformed to the HL7 EHR-S Functional Model Release 1.1 and Release 2 for the following public health programs (domains): 2012-2013 PHDSC EHR-PH Task Force PH Functional Profile Release 2 Birth Defects Cancer Deep Vein Thrombosis & Pulmonary Embolism Early Hearing Detection & Intervention Healthcare Statistics Occupational Health Public Health Laboratory Vital Records
