5 Safeguarding Animal Health Returning NVS Items Step 1: Recover Returnable Items The Supply Unit Leader (SPUL) requests the ordering manager (ORDM) develop a report to identify issued NVS returnable countermeasures, by field response site, including:  Depopulation equipment  PAPRs  Self-refilling syringes  Empty/noncontaminated tri-walls.  Foam units and CO2 carts  Portable vaccine storage containers  All items coded as returnable ( Y or ) 5 The ORDM creates the report and the SPUL gives it to the operations section.

6 Safeguarding Animal Health Returning NVS Items Step 2: Coordinate Pickup or Return of Items The supply unit leader coordinates pickup or return of items to the warehouse/storage facility with the operations section and ground support unit. Operations section provides response sites a list of returnable items and directs field responders to clean and disinfect (C&D) items before items are returned to the warehouse/storage facility. Incident command determines the required C&D procedures on the basis of the disease and use of the returnable item. Items are returned, received, placed in a storage location, and the ordering manager updates the inventory management system. California Foot-And-Mouth Disease Exercise June 2011 6

7 Safeguarding Animal Health Returning NVS Items Step 3: Determine Returnable Items The Supply Unit Leader requests the ordering manager (ORDM) develop a report identifying all NVS countermeasures (returnable and non-returnable), by storage location, in the warehouse/storage facility. The ORDM creates the report and provides it to the receiving and distribution manager (RCDM). The warehouse team  Consolidates and packs the returnable and unopened non-returnable NVS countermeasures.  Notes the item and quantity in each container, storage location of any moved items on the report, and provides it to the RCDM. 7

8 Safeguarding Animal Health Returning NVS Items Step 4: Generate Packing Slip and Pack Returnable Items RCDM turns the annotated report into the ordering manager (ORDM). ORDM  updates the inventory management system to reflect the movement of items from one storage location to another.  Prints and provides the receiving and distribution manager a new report, that details all returnable and non-returnable NVS countermeasures, by storage location, for use as a packing slip for returned items.  provides the supply unit leader (SPUL) a complete shipment list. Warehouse team affixes the packing slip to each container. 8

9 Safeguarding Animal Health Returning NVS Items Step 5: Arrange Transportation and Load Countermeasures The supply unit leader will coordinate the shipment of all NVS countermeasures with the NVS mobile logistics team, if on site, or the NVS deployment management team. 10 Safeguarding Animal Health Returning NVS Items Step 6: Inspect and sign Bill of Lading The receiving and distribution manager  places a seal on the truck,  notes the seal number on the bill of lading,  signs the bill of lading,  makes two copies of the signed bill of lading, and  provides the original copy of the bill of lading to the driver and two copies to the supply unit leader (SPUL). The SPUL provides one copy of the bill of lading to the NVS mobile logistics team, if on site, or the NVS deployment management team and retains the other copy for the State’s record. 10

11 Safeguarding Animal Health Terminate Warehouse Activities If the warehouse/storage facility operations will not continue after the NVS items have been returned, the supply unit leader (SPUL) will be instructed to terminate the warehouse activities. The SPUL will  return other supplies and equipment,  deactivate the warehouse and equipment storage facilities, and  demobilize personnel. 11

12 Safeguarding Animal Health Summary The purpose of this training is to provide stakeholders an additional training tool and is designed to augment information in your State, Tribe, or Territory NVS Plan and training conducted by your organization. Our objective is to provide supply unit and support personnel with an understanding of what and how to return NVS countermeasures and the basic actions involved in terminating warehouse activities.
